About
Sean X. Luo is the Head of PPIM, Senior Director of Engineering at FiscalNote, a leading technology company that provides AI-powered and enhanced data-driven solutions for public policy and issue management. He has over 18 years of professional experience, leading cross-functional engineering teams, and delivering robust software for various domains and clients.
As an experienced and tech-forward software engineering leader, he indexes very highly on effective mentorship and growing the next generation of software engineers and leaders. He has extensive experience both leading teams of high performing engineers and as an individual contributor in building software using the latest programming languages, technologies and best practices, and 3rd party integrations.
He is also a classically trained musician with professional performance experience ranging from solo works to large choral numbers and has performed in Carnegie Hall, Radio City Music Hall, at the UN General Assembly, and in many major venues in Beijing.
He graduated from Sarah Lawrence College with a Bachelor of Liberal Arts in 2006 with a concentration in music and fiction writing, and fell into programming as soon as he graduated when he was first hired to work for his Alma Mater's newly formed Help Desk. He still spends his free time writing and pursuing a low-residency MFA in Creative Writing from Antioch University of LA.
After working stints spanning LA, Beijing, NYC, Ohio, and SF, he is now in Columbus, OH and is a part of the vibrant technology culture there.
Some of the companies he's worked for include LA-based Oscar award winning VFX studio Rhythm & Hues, NYC-based high-end retail tech startup AHALife, international tech consulting firm FTC in Beijing, LA-based digital ad agency Something Massive and international PR firm Weber Shandwick, and SF-based VC-funded Silicon Valley startup WorkRamp.
As the Head of PPIM at FiscalNote, headquartered in Washington, DC, he leads multiple cross-functional engineering teams and all efforts critical to the core Public Policy and Issues Management line of business and its products.
He specializes in leading teams of software engineers in the successful delivery of software products and features and has worked extensively in Ruby on Rails, Postgres, React, PHP, MySQL, WordPress, HTML, CSS/SCSS, UI/UX, Javascript/ES6, jQuery, AJAX, Node.js, K8s, 3rd Party Integrations, Python, Django, Mongo, Elasticsearch, AWS, sings tenor, composes film scores, plays the piano and guitar, and is conversationally fluent in Mandarin Chinese.
